Terms of service.
Who we are
This site (tendercyber.com) is operated by Horizon Workflow Limited, trading as TenderCyber.com, a private limited company registered in England and Wales (company number 15898019). Our registered office is 71-75 Shelton Street, Covent Garden, London, WC2H 9JQ.
By using this site you accept these terms. If you do not accept them, please do not use the site.
What this site is
TenderCyber reads UK public sector procurement notices, decides which of them are about cyber security, and publishes what it finds. Reading every award is free and needs no account. Subscribers also see what is coming: open tenders, planned work and when contracts end.
We plan to offer paid plans. They are described on our pricing page.
Every award is free to read. Open tenders, planned work and contract end dates are for subscribers only. A tender becomes free to read after its deadline. A tender with no deadline stays subscriber-only until an award is published.
Where the data comes from
The contract information on this site comes from notices published by UK public bodies. Those notices are public records. We do not own them and we do not change them.
We read three sources. Find a Tender carries notices from across the United Kingdom, including below-threshold notices outside Scotland since 24 February 2025. Public Contracts Scotland carries Scottish notices below the threshold, which never appear on Find a Tender. Contracts Finder carries procurements started under the old rules (before 24 February 2025). These include contracts below the threshold and call-offs from frameworks set up under the old rules, and most of them never appear on Find a Tender. We read Contracts Finder notices published since November 2023. If we add a fourth source, this page will say so.
Scottish notices arrive differently from the rest. A Scottish award names the supplier but usually not the end date, because Public Contracts Scotland does not publish one on an award notice. Where an end date exists we take it from the Public Contracts Scotland contracts register, and the contract page says so. Where it does not, the contract appears under Suppliers and not under Renewals.
Find a Tender notices are Crown copyright and are published under the Open Government Licence v3.0, which permits commercial re-use with acknowledgement. The line at the bottom of every page gives that acknowledgement.
What we add is the judgement: whether a contract counts as cyber security, and what kind of work it is. The rules we use are published on our How we decide page.
Paid plans
Paid plans are not yet available. You cannot buy anything on this site today, and we take no payment details.
When paid plans open, this page will name the company that takes the payment and set out what each plan includes. The rules below on who can buy, cancelling and refunds will apply from the first sale.
Who can buy
Paid plans are sold to businesses only. That includes sole traders buying for their business. By buying a plan you confirm that you are buying for your business and not as a consumer.
Renewal
A monthly plan renews every month and a yearly plan renews every year, on the date you first paid, until you cancel.
Cancelling
You can cancel at any time. Your plan stops renewing, and you keep access until the end of the month or year you have already paid for.
Refunds
If you cancel within 14 days of your first payment, we refund that payment in full.
After those 14 days, we do not refund payments already made, including for unused months of a yearly plan. A renewal payment is not a first payment, so the 14 days do not start again when a plan renews.
Acceptable use
Please do not use this site or anything on it for unlawful purposes.
Please also do not copy the site in bulk. That means automated scraping, downloading the whole database, or republishing our classifications as a competing product. You are welcome to read, quote and share individual pages, and to use what you learn in your own bids and client work without restriction.
Intellectual property
The underlying procurement notices are public records and are not ours.
Everything we add is the intellectual property of Horizon Workflow Limited: the wording of the site, the inclusion rules, the types of work, the classifications, and the way the data is organised and presented.
Accuracy
This site is provided as it is. We work from what buyers published, and buyers sometimes publish incomplete, late or incorrect notices. We correct what we can see and we say when a figure is an estimate rather than a fact.
Two things follow from that. First, nothing here is a substitute for reading the original notice, and every contract page links to it. Second, nothing here is legal, financial or bid advice. Decisions you make about bidding are yours.
Contracts marked as ending on a date the buyer only estimated are labelled as estimates everywhere they appear. Do not treat an estimate as a signed term.
Limitation of liability
To the maximum extent permitted by law, our total liability to you arising out of or in connection with this site is limited to the amount you have paid us in the twelve months before the claim. Where you have paid us nothing, our liability is limited to £100.
We are not liable for lost profit, lost business, lost contracts or lost opportunity.
Nothing in these terms limits liability for death or personal injury caused by negligence, for fraud, or for anything else that cannot lawfully be limited.
Availability
We do not promise that the site will always be available or always up to date. We may change it, pause it or withdraw it.
Privacy and data
How we handle personal data is set out in our privacy policy. In short: we collect no personal data from readers, and the only cookies are Google Analytics, which runs only if you agree to it.
Changes to these terms
We may change these terms. The current version is always at this address. The date below changes when we change them.
Governing law
These terms, and any dispute arising out of them, are governed by the law of England and Wales and are subject to the exclusive jurisdiction of the courts of England and Wales.
